What is the appropriate role for public policy in the United States?

Is public policy necessary? Why?
How is public policy made? Is it, for example, the product of a completely rational process designed to maximize the benefit for citizens as a whole, or does it reflect (partly, mostly, or entirely) the power and influence of “special interests”? What are the implications of this question?
